Row over unlicensed Surbiton street stall

A row has broken out about a stall that has been set up half way down Victoria Road in the doorway of a taxi company. Some local residents have complained to Kingston Council that the stall, which sells mobile phone accessories, isn't what they want to see in Surbiton's high street.

A Markets and Street Activities Officer from Kingston Council has confirmed that the council has not licensed anyone to sell in a doorway of a shop in Surbiton. They stated that this type of trading is not conducive to Victoria Road and that the trader is illegally trading. Under the legislation that they use, which is the London Local Authorities Act 1990 (as amended) they are in a position to seize the goods from the trader if they do not comply.
The council officer has said that they can usually move an unlicensed trader without resorting to such drastic action. Despite the initial warning, the stall seems to have remained open. We'll have to wait and see what the outcome is.
What do you think of the small shop-front stall? Should the owners be left alone to try and make a living? Or will it encourage others along Victoria Road and lower the tone?

I have no problem with some poor Joe trying to eke out a living by selling cheap iPhone cases from a doorway. But being constantly accosted on Victoria Road by hungry packs of chuggers and made to feel guilty for not supporting a charity, well that's a different matter...
